Shaanxi Hailan Aoxiang Aviation Co., Ltd. was established in 2019 as China's first comprehensive plateau unmanned aviation service enterprise. It was initiated through the organization of the Shaanxi Provincial Committee for Military-Civilian Integration, with the care and support of the Central Commission for Integrated Military and Civilian Development, the Shaanxi Provincial Party Committee and Government, and the Xi'an Municipal Party Committee and Government. The founding partners include Northwestern Polytechnical University, Shaanxi Airborne Power Research Institute, and the Xi'an Military-Civilian Integration Fund.
