中央空管委向全国空管系统部署加强低空空管工作

据新华社最新消息，为保障通用航空和低空经济高质量发展，中央空管委印发专项措施，重点围绕健全低空管理体系、优化空域资源配置、提升运行服务质效、夯实基础支撑能力、强化依法管空用空等方面，向全国空管系统部署加强低空空管工作。

According to the latest report from Xinhua News Agency, to ensure high-quality development of general aviation and the low-altitude economy, the Central Air Traffic Management Committee has issued specialized measures focusing on strengthening low-altitude air traffic management nationwide. These measures emphasize improving low-altitude management systems, optimizing airspace resource allocation, enhancing operational service quality, consolidating foundational support capabilities, and strengthening legal oversight of airspace use.

据中央空管办有关负责人介绍，全国实名登记注册无人驾驶航空器目前超220万架，通用航空器超3200架;2024年，空管系统共保障无人驾驶航空器飞行3.4亿余架次、2600万余小时，保障通用航空飞行120万余小时，运行态势处于历史高位，后续还将呈现持续快速增长势头。

An official from the Central Air Traffic Management Office revealed that China currently has over 2.2 million registered unmanned aircraft and more than 3,200 registered general aviation aircraft. In 2024, the air traffic management system has facilitated 340 million unmanned aircraft flights totaling 26 million hours, along with 1.2 million hours of general aviation flights, with operational levels reaching historic highs. The official noted that these figures are expected to continue growing rapidly.

这位负责人表示，目前，中央空管办正会同有关部门，加快推进构建形成一体化的低空空管体系，厘清建设管理、服务保障、安全监管等职责分工;建立更加灵活高效的空域管理模式，有效释放空域资源，使空域供给与需求达到高水平动态平衡;逐步完善低空空管基础设施，实现服务保障网络广域覆盖、全时保障;不断健全低空安全监管制度，大幅提升安全保障水平;构建形成适应传统通用航空和低空经济新场景的规则规制体系，使广大低空用户能够依法便捷开展多样化低空飞行活动。

The official stated that the Central Air Traffic Management Office is collaborating with relevant departments to accelerate the establishment of an integrated low-altitude air traffic management system. This includes clarifying responsibilities for construction management, service guarantees, and safety supervision. Key initiatives involve creating more flexible airspace management models to effectively allocate resources and achieve dynamic balance between supply and demand, gradually improving low-altitude infrastructure for comprehensive coverage and round-the-clock service, enhancing safety regulations to significantly boost security standards, and developing regulatory frameworks compatible with both traditional general aviation and emerging low-altitude economic applications. These efforts aim to enable lawful and convenient diversified low-altitude flight activities for users.
